Stuck on csv file import

I am new to php keep getting an error when trying to load the file into a database table, the error is

File is not writable, check permissions. Found a total of 16168 records in this csv file.

I have changed the file permissions on the file to 777 so all writable as far as im aware

I don’t see where $save is coming from, is it being defined elsewhere in the script? You have to open the file first before it can written to.
