is there any PHP code giving some stars or flowers falling so that we can insert it in a congratulatory message on the names displayed

You are going to need something client side instead of php which is server side.
There are a number of javascript examples for falling snow and fireworks out there. I would try searching for “javascript falling snow” or something similar. They are usually pretty customizable, including replace the snow with other images, changing the spawn rate and motion, etc.
I don’t want to recommend one without looking it over and I don’t have the time to do that at the moment. If you are unable to find one, I would be happy to help you out later today when I have a little more time.

yeah, … just look around for anything saying terms of usage or copyright… make sure your no violating anything as far as public use or commercial use, or required to put a link to source and so on… if you find nothing ods are there is nothing and you are free to go on enjoying your falling stars without a problem.
