Do you have a specific question? You do have quite a mess there. I can tell you a couple things…

Do not repeat use of IDs. Each ID tag is intended to be used only once. You should use classes instead.

The absolute positioning is killing you. You should be using simple floats for this design.

I am confused as to why this is in the PHP help section it looks to be all HTML and CSS. In the future please post in the relevant forum. You should also use a single css file outside these three files to avoid duplication of css entries.
