PHP Login Restriction always Denies

Hello! I created a login earlier that connects to the members only area just fine, but upon trying to restrict access I was always rerouted back to the login page, which I specified the code to do if access was denied. I started with:

I hit server behavior on Dreamweaver, went into user authentication and hit restrict access, basing it on username and password. After typing login.php on the redirect field, I ended up with:

Does anyone know why it always sends me back to the login page?

I don’t understand the code. Where are your session variables defined?

I am not sure, honestly. I just used dreamweaver. I made the html with the whole “another page for members” Then I went into the server behaviors and added the restriction based on username and password
