Need Help - on making article recommendations to users

I need the ratings of the articles from the users to be saved in a data base & then i need to pull the best rated articles from that data base and recommend it to the users.

which php file do i edit? and what code do i have to write?

i very new at this and i need a step by step guide.

the site is in Joomla! and i’m using a custom template.
