I made one php website, but cos old sites some people stealed from me now i want make licence for website. Can u help me how to licence website?

There’s not a whole lot you can do to prevent that kind of theft. If its some sort of gallery, then use the gd library to embed watermarks the pics, so at least people can’t use them without a lot of trouble of digitally removing those watermarks.
If you can prove that the content is yours, then go after them. Also get your host to disallow curl calls and enable hotlink protection.
