I want to create a website that the user enters their web address and this address is sent to the server then the content is sent back to the user. I want to use servers Internet to surf the web. Is it possible with free php hostings?

huh? How would you be connecting too these servers then? (the internet?)
You could probably cURL or scrape a whole website… how thats going to work/display for you with how all that sites assets are linked to… I cant say.

That is what is known as a “Proxy Server”. And therein is your keyword. Google has plenty of info on setting one up.
