first you need to map out exactly what you want to do with the cms, then code each item. expect to take 6 months to a year to code and refine it.
Well thats might be a bit harsh, I’ve thrown together an api/admin panel in a few hours. It’s amazing what you can get done using i.e bootstrap that let you throw together pages easily.
Op: just figure out what functionality you need, and start implementing it 
I was basing that timeline off of my experience and assuming he doesnt have a lot of php experience. the more experience he has, the less time itll take.
