Begginer HELP - i deleted the cgi-bin files...

Hello! i am starting my new website www.a1000ton.com , wich is hosted by web.com

as soon as i had access to the FTP, i deleted everything i found there - even not knowing what is was. in the cgi-bin there is only left the fileman.cgi

i made this because nowadays, everything we buy comes filled with plenty BLOATWARE, so i like to format everything and begin from scratch, this way i can know what is happening.

so i tryed to install Open Web Analytics and OneFileCMS and realized the php.ini and the php.dat and everything related to PHP is gone.

How to install the PHP to the cgi-bin and make it works in my site?
I tried to google these answers but, i dont even got what keywords i should use. i hope this is simple, because looks to be the basis of the basic!

Contact Web.com and have them reinstall the original files. Although, I have to ask… If you are developing from scratch, why the hell are you using web.com? They are meant for people with no idea of anything web and charge them for their incompetence.

i am using web.com because they provide the cheapest hosting i ever found, i will pay only $0.50 / month so now i can afford owning a website.

What would you recommend, if i want to have more control of what am i doing, more competence, and not much expensive?
