adding meta tags to existing php code

i want to add meta tags to the existing php code.
i am not sure but guessing that the meta tags have to be added to index.php

the general syntax is

Insert your title here

but i want to know if there is a different syntax other than this

I would appreciate it if anyone could help with how and where to add the meta tags.
